Ennertbad feasibility study: expansion to a combined pool possible

The construction of a combined pool, i.e. a new indoor pool to complement the existing outdoor pool, is possible at the Ennertbad. This has been confirmed by a feasibility study commissioned by the administration and now available. Mayor Katja Dörner and Head of the Sports and Pool Office Stefan Günther presented the results at a press event on Wednesday, November 20, 2024.

With the "Framework plan for the reorganization of Bonn's pool landscape" of 18 June 2020, it was decided to build an indoor pool with a multi-purpose pool and a teaching pool at the Ennertbad site in the district of Beuel. The administration had already commissioned a feasibility study for the construction of a new indoor pool in 2021 and presented it to the Beuel district council in early 2022. The original feasibility study envisaged a different location for a new building. The development plan would have had to be changed for this, which would have meant a delay in the project. The new study shows that a development on the same site as the current outdoor pool buildings is feasible for a new building.

Mayor Katja Dörner: "We are currently working on many swimming pool projects and are of course paying equal attention to all city districts. With the new feasibility study on the Ennertbad, we are once again one step closer to designing a sustainable pool landscape in Beuel. A combined pool would be a good option to replace the Beueler Bütt, as it can be used all year round."

The Beuel district council will decide on this draft resolution on January 29, 2025, after prior consultation with the sports committee on December 5, 2024. Based on the study, the administration is to commission further necessary investigations and examine whether it is permissible to award the contract to a total contractor (TU) to build the indoor pool. The four outdoor pools and the outdoor facilities with the pool surrounds, sunbathing lawns and play areas are to be retained for a new combined pool. The three existing buildings belonging to the outdoor pool are to be demolished. These include the entrance area, the staff rooms, the kiosk, the changing rooms and the sanitary facilities. The technical buildings and the technical cellar in the basement, where the water technology for the outdoor pool is housed, can continue to be used and are to be retained. The new building will include a sports pool with five 25-metre lanes, a teaching pool and a separate children's pool with play and seating areas and its own baby changing room.

It is technically possible to heat the combined pool with renewable energy. The use of various heat pumps (air, geothermal or exhaust air heat pumps) is recommended. The next step would be to investigate which combination of heat pump types achieves the highest possible efficiency. It also makes sense for the power supply and water treatment to be supported by photovoltaic and hybrid systems on the green roof areas.

Cost and deadline forecast

Provided that the next decisions are made promptly and a TU contract can be awarded in the second half of 2025, an opening in 2029 would be possible. Taking risk surcharges and construction price increases into account, the total costs would amount to approx. 40.6 million euros.

For the combined pool at the Ennertbad, a sum of 20 million euros has so far been earmarked in the pool lump sum. Compared to the previous assumptions, this results in a probable additional requirement of approx. 20.6 million euros. In the medium-term financial planning for 2028 and 2029, the administration has provided for a continuation of the pool lump sum by 15 million euros in each year. In order to implement the new construction project at the Ennertbad, the administration will register the expected additional requirements for the 2027/2028 budget.

How the current pool projects are going

Preparatory work for the upcoming renovation of the Hardtbergbad was carried out over the summer, consisting mainly of concrete and pollutant investigations. Work on the renovation and extension will start at the beginning of 2025, and the city will provide further information on this.

The city of Bonn is pressing ahead with plans for an interim swimming pool . It will serve as a replacement swimming pool during the general renovation of the Frankenbad and the pool in the Sportpark Nord and will have a total water surface area of 475 square meters, with a 25-meter sports pool and a teaching pool. The teaching pool is particularly important for swimming lessons at elementary school and for beginners' swimming courses. New Kurfürstenbad: Now that the city of Bonn has parted ways with the company commissioned to dismantle the pool, a total contractor who will build the new Kurfürstenbad is also to take on the remaining dismantling work. The extensive, Europe-wide tendering process is scheduled to start in 2024. It is expected to take around nine months. If everything runs smoothly, the administration expects to be able to commission a total contractor in the third quarter of 2025. Construction completion is expected to be postponed until 2028.
