OGS care: No cuts until the end of the school year

At its meeting on December 12, 2023, the Bonn City Council provided additional funding of €1.7 million for open all-day schools in Bonn. The city is thus securing the current level of OGS services until the end of the 2023/2024 school year.

Mayor Katja Dörner welcomes the decision: "It is an important signal - on the one hand to the parents, who do not have to fear any cuts in childcare for their children, and on the other hand to the OGS providers, who have planning security." The providers of open all-day schooling in Bonn will be able to maintain their services in the current 2023/2024 school year and will receive an additional €1.7 million from the city. These are additional funds for the second half of the 2023/2024 school year. Due to the collective wage agreement in the public sector, personnel costs had recently risen significantly, so the providers warned that they would have to reduce their services.

Mayor of Bonn Dörner also criticized the state government for leaving the municipalities to finance the OGS services on their own. This is because the state government has so far shown no willingness to increase its share of OGS funding in order to compensate for this significant tariff increase. The state of North Rhine-Westphalia has announced that it will present an implementation law with the framework conditions for the legal entitlement to full-day OGS for January 2024. The question as to whether and to what extent the existing OGS services in Bonn can be maintained in the future or whether a new concept is required from the 2024/2025 school year onwards must be clarified and answered on the basis of the state requirements in the implementation law and with a view to the new 2025/26 double budget.

Should it transpire that adequate funding is not guaranteed by the state, this will mean that additional funds of around 1.2 million euros will have to be made available for the first half of the 2024/25 school year and the planned values for the new double budget will have to be increased accordingly, even if the scope of services remains unchanged.
