Resident application

Overview

As a resident, you can - regardless of your nationality - apply together with others for the Council or a district council to discuss and decide on a specific matter that is within their jurisdiction in accordance with Section 25 GO NW.

To do so, you must have lived in Bonn for at least three months and have reached the age of 14.

The application is only admissible if an application has not already been submitted on the same matter within the last twelve months.

The application must be addressed to the Mayor of Bonn or, in the case of district matters, to the district mayor.

The Council decides on the admissibility of the application without delay following a preliminary examination by the administration. Within four months of receipt of the application, the council or district council must have made an open-ended decision on your application following consultation.

You must note this:

  • The application must be made in writing.
  • You must express a specific request with reasons.
  • Three authorized representatives must be named, who should be given the opportunity to explain the motion at the meeting of the respective body.
  • Applications to the city council must be signed by at least 8,000* citizens.

  • The following lower quorums apply to applications to district councils:
    Bonn: 6,324*
    Bad Godesberg: 3,133*
    Beuel: 2,726*
    Hardtberg: 1,425*

*As of January 1, 2025, the quotas are reset annually.
