Principles
Sport is an integral part of life for the people of Bonn. Sport is valued as a balance to everyday professional and private life and is actively practiced to increase, maintain or restore one's own physical and mental performance. Spectators find relaxation and identification in sport. Competitive athletes are role models for children and young people, and successful athletes and teams carry the reputation of the City of Bonn all over the world.
The non-profit sports organizations and sports clubs are based on the voluntary commitment of Bonn residents. In them, values are lived and communicated, spaces for democratic debate are created and learning and personal development are made possible.
Sports organizations and sports clubs represent a valuable socialization instance for children and young people in particular, alongside their parents and schools, and perform important socio-political functions.
The promotion of sport in general and the support and supervision of eligible Bonn sports clubs in particular are expressed in these guidelines for the promotion of sport adopted by the City of Bonn Council.
There is no legal entitlement to the granting of subsidies. They are granted exclusively within the framework of the available funding.
The trusting cooperation between the City of Bonn and the Stadtsportbund Bonn e.V. is of central importance for the promotion of sport in Bonn.
Sports funding is based on sustainable development criteria. In this way, sport, in its broad social significance and as an important multiplier, should also make a contribution to the city of Bonn's goal of implementing the UN's Agenda 2030 at municipal level.
I. Club sport
1. prerequisite for funding
1.1 Only registered Bonn clubs that are members of the Stadtsportbund Bonn e. V. (SSB) and meet the following additional requirements are eligible for funding:
- the sport and club life takes place predominantly within the Bonn city area,
- at least 50% of the members are Bonn residents,
- the association has exhausted all possibilities of self-help and help from third parties,
- the association is recognized by the tax office as a non-profit organization, and
- the association grants a discount of at least 20% on admission to sporting events on presentation of the BONN ID card
Clubs that have children and young people under the age of 18 as members or offer activities for children and young people under the age of 18 have concluded a child protection agreement with the City of Bonn's Office for Children, Youth and Family Affairs in accordance with Section 72a (2) and (4) SGB VIII.
1.2 The clubs must provide evidence of their eligibility for funding by March 15 of each year using the following procedures:
- Ordinary members of the SSB by submitting the inventory data and a current corporate tax exemption notice to the State Sports Association by the deadline,
- extraordinary members of the SSB by submitting the current SSB inventory data report, the club registration form and a current corporation tax exemption notice to the Sports and Pool Office.
1.3 If the eligibility requirements are not met or the deadline is not met, funding in the current year is excluded. The free use of sports facilities remains in force even if proof of eligibility is submitted late.
2. municipal sports facilities
2.1 Use
Sports facilities - with the exception of swimming pools - are made available free of charge to eligible clubs for the purpose of training, instruction and match operations.
The allocation of municipal sports facilities is based on the following
principles:
- The use of the sports facilities by eligible Bonn clubs has priority over other user groups.
- Sports that can be played at the sports facility all year round have priority over other sports.
- Sports facilities that are primarily suitable for certain sports are to be used primarily for these sports.
In all other respects, the fee regulations for the use of municipal sports facilities apply.
2.2 Use of swimming pools
Water sports clubs that are eligible for funding are granted a subsidy of 100 percent of the fee for the Bonn swimming pools set out in the tariff for the Bonn swimming pools for the purpose of training, instruction and competition.
2.3 Times of use
The usage times of the municipal sports facilities are regulated by the usage time regulations.
2.4 Advertising
Eligible clubs are permitted to advertise at municipal sports facilities within the framework of the guidelines for advertising at Bonn sports facilities.
2.5 Rentals
Eligible clubs that cannot be provided with sufficient sports facilities/sports space for training and competitions can be granted a pro rata subsidy for necessary rentals upon application. This amounts to 70 percent of the fee to be paid, up to a maximum of EUR 2,000 per year. Applications with the necessary evidence (written rental agreement and proof of payment) must be submitted annually for the current year.
3. promotion of the sports infrastructure
3.1 Construction of club-owned facilities
Grants are awarded to eligible clubs for
- New construction,
- conversion,
- extension,
- repairs to the club's own facilities or
- measures to combat heat (e.g. facade greening, shading measures) and to sustainably reduce energy costs and water consumption
The prerequisites for funding are that
- the club's own facilities are used for sporting purposes or to house the club's own sports equipment. Youth rooms and other rooms within the meaning of Section 3.2 can also be funded. Occasional and exceptional use for non-sporting purposes is not detrimental to funding
- the club-owned facility is located in the Bonn city area,
- the club-owned facility is owned by the club or there is at least a 10-year right of use (rental or lease),
- the subsidized facility or the subsidized part of the facility for the
is used for the period specified in the usage duration table of the City of Bonn. In justified individual cases, the sports administration may stipulate a shorter period of earmarking.
The subsidy is granted in the form of partial funding of up to 50 percent of the costs recognized by the City of Bonn as appropriate and necessary. The amount of the percentage funding as well as a maximum amount to which the grant is capped will be announced to the grant recipients in the approval notice.
The total costs must be presented as part of a proof of use in accordance with ANBest-P. If the costs in the final invoice are lower than in the approved application, the overpaid funds will be reclaimed. Higher costs can be subsequently approved within the scope of the availability of sports funding.
When determining these costs, work performed as part of civic engagement must be taken into account as notional expenses. A flat rate of 15 euros can be applied per hour of voluntary work. In the case of work requiring special professional qualifications, a flat rate of EUR 35 per hour of work can be applied. Work performed by persons who are employed full-time by the association cannot be taken into account. The amount of the notional expenditure for civic engagement may not exceed 50 percent of the total eligible expenditure. The hours worked must be documented by simple, signed timesheets. These must include the name, date, duration and type of service and must be named by the association's board of directors in the application and countersigned in the proof of use.
A grant will not be awarded if the construction work has begun before the application has been approved.
Applications for planned construction measures must be submitted together with all necessary documents (construction plans, cost estimates, financing plans, etc.). The sports committee decides on investment measures with eligible expenditure of over 20,000 euros on the recommendation of a committee consisting of members of the sports administration and the municipal sports association. Applications must be submitted by October 31 in order to be approved for the following year and to be considered in the committee's first funding round. If there are still funds available after this first funding round, further measures can also be funded in the current year.
Applications for construction measures with eligible expenditure of between EUR 5,000 and EUR 20,000 can be submitted at any time.
Measures with eligible expenditure of less than EUR 5,000 will not be funded.
The use of the club's own facilities for school sports requires a case-by-case arrangement.
The General Auxiliary Conditions for Grants for Project Funding (ANBest-P) and, where applicable, the NBest-Bau (Construction Auxiliary Conditions) must be observed.
Notwithstanding this, the regulations in Section 3 ANBest-P must be observed for all grants, including those under EUR 100,000.
3.2 Maintenance of the association's own facilities
An annual fixed-amount grant is awarded towards the necessary maintenance and operating costs. The following flat rates per square meter apply for the calculation:
- Lawns and pitches used for sport 0.40 euros
- Artificial turf areas 0.20 euros
- Tennis courts, threshing floor 0.70 euros
- Tennis courts, synthetic 0.30 euros
- Jetties (water sports) 7.00 Euro
- Water areas (sport fishing) 0.10 Euro
- Other outdoor sports areas (equestrian sports, shooting sports) 0.25 euros
- Gyms and sports halls, gymnastics rooms 8.00 euros
- Tennis, shooting and riding halls 6.00 euros
- Rowing pools 9.00 euros
- Weight training rooms and fitness studios, insofar as these are not assigned to the commercial business operations of an association. This must be proven in the application. 9.00 euros
- Youth rooms (max. 60 m²) 8.00 euros
- Changing rooms and sanitary facilities 10.00 euros
- Boat/airplane hangars, stables for club-owned horses 3.00 euros
- Other rooms (office and function rooms) 2.50 euros
A corresponding application must be submitted annually by April 30, stating any changes and providing the necessary evidence.
3.3 Investment grants for the renovation of municipal sports facilities by eligible clubs
Construction work on municipal sports facilities with the financial participation of eligible clubs can only be carried out with the prior approval of the owner
- new construction including the basic equipment
- reconstruction
- extension
- the renovation or building maintenance of municipal sports facilities or
- measures to combat heat (e.g. facade greening, shading measures) and to sustainably reduce energy costs and water consumption

If an eligible association acts as the client of an investment or building maintenance measure, the City of Bonn will grant a 50% subsidy for amounts up to EUR 100,000 as part of partial financing. For construction measures over EUR 100,000, the municipal grant for the excess share increases by 10 percent for each additional EUR 100,000 or part thereof.
Applications for planned construction measures must be submitted together with all necessary documents (construction plans, cost estimates, financing plans, etc.) by October 31 of the year prior to the start of construction.
The General Auxiliary Conditions for Grants for Project Funding (ANBest-P) and, if applicable, the NBest-Bau (Construction Auxiliary Conditions) must be observed.
Deviating from this, the regulations in Section 3 ANBest-P must be observed for all grants, including those under EUR 100,000.
An opinion on the construction project must be obtained from the SSB before the decision is issued.
3.4 Transfer of rights and obligations
The transfer of rights and obligations regarding municipal sports facilities to eligible clubs is generally possible. The type, scope and cost distribution of the transfer must be contractually regulated.
If a member of the Stadtsportbund Bonn e.V. applies to transfer the management, lease or purchase of a municipal sports facility, this request must be examined by the City of Bonn within six months of receipt of the application at the latest. The Sports Committee of the Bonn City Council must be informed of the receipt of the application and of the result of the examination within six months at the latest.
The provisions regarding the details are to be contractually regulated between the requesting club and the sports administration on a case-by-case basis.
4. sports equipment
For the procurement of sports equipment that is required to practice a sport or to carry out competition and match operations or is used for training in this sport, with an individual purchase value - in the case of equipment that can be used in combination with a total value - of more than 500 euros, a grant of 30 percent is granted within the framework of proportional financing.
grant amounting to 30 percent. In the case of sports equipment for competitive athletes (squad athletes in accordance with Section 7), the grant amounts to 50 percent.
A subsidy of 60 percent is paid for sports equipment that has been manufactured sustainably in line with the climate goals of the City of Bonn. The sustainability of the sports equipment must be proven in the application with suitable evidence.
The maximum grant is 3,000 euros per piece of equipment. Applications must be submitted no later than four weeks after purchase with the necessary documents (offer/cost estimate or invoices). A declaration of third-party grants and proceeds from the sale of the old equipment and the amount thereof must be enclosed with the application.
Sports equipment purchased with this grant must be used for the period specified in the City of Bonn's usage duration table.
In justified individual cases, the sports administration may stipulate a shorter period of earmarking.
5. youth allowance
5.1 Eligible clubs with at least 10 young members receive a fixed annual grant of EUR 15.00 for each member up to the age of 18. The number of young people to be supported is determined from the survey of membership data for the current year in accordance with section 1.2 and is granted without any further application. Proof of use is not required.
The prerequisite for receiving the youth grant is that the club provides active and supervising youth work, i.e. the club offers regular activities for children and young people that are basically open to all club members. The club must provide evidence of this to the sports administration upon request.
5.2 Eligible clubs receive a lump-sum travel allowance as a fixed-amount grant for the participation of club-affiliated athletes who are 18 years of age or younger in the current year and for the participation of club youth teams (up to U19) in major top-level sporting events outside the city of Bonn. The grant amounts to 500 euros for individual athletes and 1,000 euros for youth teams. In the case of syndicates, the maximum grant of 1,000 euros is divided between the eligible clubs.
The prerequisite for funding is the achievement of one of the first eight places at a German Championship, European Championship, World Championship or in the overall ranking of a European/World Cup as well as participation in the Olympic Games, the Paralympics and the Special Olympics.
Applications with corresponding proof of placement must be submitted within eight weeks of the end of the championship.
6. trainer training
Eligible clubs receive a one-off lump sum grant of up to 300 euros for members who complete a recognized training course as an exercise instructor or trainer from the DOSB and its sub-organizations. The license must be presented within three months of receipt and proof of the license fees must be provided. The club board members certify the activity and affiliation to the club.
7. promotion of competitive sports
7.1 Eligible clubs receive a lump-sum sports grant as a fixed amount per year for their squad athletes confirmed by the responsible professional association and to support their Bundesliga match operations. In the case of joint teams, the maximum grant is divided between the eligible clubs.

The funding amounts for the squad athletes confirmed by the relevant professional association are per squad athlete and year:

7.2 Applications with corresponding evidence must be submitted annually.
8. project funding
8.1 Projects of outstanding importance for sport and sport development in the City of Bonn can be funded with a shortfall grant.
Funding can be provided at the request of the project sponsor, the Stadtsportbund Bonn e.V. or a member of the sports committee. If the application is submitted by the project sponsor or by a member of the sports committee, the Stadtsportbund Bonn e.V. must be given the opportunity to comment. The decision lies with the Sports Committee of the City of Bonn.
8.2 Clubs that want to include trend sports, offers for people with special needs, people from other cultures, special innovative offers and can demonstrate a need for these will receive special project-related temporary funding in the form of start-up support with a shortfall grant. Clubs that want to reorient their care, social and sports work towards districts with a high number of people with low participation in sport are supported on a project basis with a shortfall grant.
Applications for intended measures or projects must be submitted together with verifiable documentation. The sports committee decides on the funding of these measures.
9. sporting events
9.1 A shortfall grant may be awarded for the organization of grassroots and/or elite sporting events with supra-regional significance and a clear external impact in Bonn. The application, which should be submitted to the sports administration at least six months before the event, must be accompanied by an event concept and a financing plan for the decision of the sports committee. The sports committee decides on the eligibility of the event, the allocation and the amount of funding.
Payment is made after submission of the proof of use, which must be submitted no later than three months after the event. In justified individual cases, the Sports and Pool Office can make advance payments on request.
9.2 International sports meetings as well as sports meetings with the twin cities of the City of Bonn - especially in the youth sector - can be specially funded on application with a shortfall grant.
II School sport
- School sports clubs
Registered school sports clubs are treated in the same way as eligible clubs and can receive all grants in accordance with Section I, Clauses 2-9 if the special requirements are met. - Sports facilities and equipment
Physical education is supported within the scope of available budget funds through the procurement of sports equipment. They should also be used for general sport. - Events
School sports festivals are supported organizationally and materially free of charge. The preparation and implementation of competitions as part of the state sports festival for schools, organized by the committee for school sports in the city of Bonn, are supported. - Swimming lessons
Swimming halls, outdoor pools and teaching pools are made available to municipal schools free of charge.
III Recreational sports
- The municipal sports fields, with the exception of the grass pitches, are available to the citizens of Bonn for recreational sports, provided they are not occupied by club or school sports.
- The Beriebssportkreisverband Bonn/Rhein-Sieg e.V. (BKV) is the umbrella organization for all company sports and leisure groups. The sports administration provides the BKV with usage times in Bonn's sports facilities, which the BKV passes on to its members for training, games and events.
IV. Honors
1. sports awards
1.1 Athletes from Bonn or members of Bonn clubs who have achieved outstanding performances in the highest active class of a sports association in the DOSB are honored in a sports award ceremony. Outstanding achievements in this sense are
- Participation in the Olympic Games or Paralympics
- Winning one of the first eight places at the European Championships or World Championships
- Achieving one of the first three places in the overall rankings of a European or World Cup
- Achieving one of the first three places in the German Championships
1.2 Section 1.1 also applies analogously to youth and junior athletes.
1.3 Senior athletes are honored if they have achieved the following outstanding performances
- Winning a medal at a world or European championship
- Achieving one of the top three places in the overall rankings of a European or World Cup
- Winning a German Championship
2. honorary award Bonn Sport
Persons who have rendered outstanding services to sport in Bonn and its clubs can be honored with the "Bonn Sport Honorary Award". Further details are set out in the guidelines for the awarding of the "Bonn Sport Honorary Award".
V. Procedure
- Applications for benefits in accordance with these guidelines must be submitted in writing to the Sports and Pool Office of the City of Bonn with all necessary documents, observing the deadlines and time limits set in each case. If no other arrangements have been made, the sports administration will decide.
If the funding requirements are not met and the deadline is not met, funding in the current year is excluded. - A grant may only be used for the approved purpose. The grant must be used economically and sparingly. The grant recipients must comply with the regulations set out in the approval notice,
- submit an auditable proof of use,
- allow an on-site inspection of the use of funds by the City of Bonn,
- grant access to the cash management and membership administration and
- the evidence on which the grant is based must be kept for five years after the proof of use has been drawn up
- In the event of improper use, any sports promotion funds granted must be repaid. The General Ancillary Provisions for Project Funding (ANBest-P) apply, in particular sections 5 and 8.
VI Exceptions
- In justified individual cases - in particular in the event of particular hardship or an overriding interest of the City of Bonn - and upon application, the provisions of Sections I-V of these guidelines may be deviated from.
- The allocation of sports funding in justified individual cases is decided by
- for amounts up to 2,000 euros, the management of the Sports and Baths Office,
- for amounts from 2,000 to 5,000 euros, the head of the sports and culture department
- for amounts from 5,000 euros to 10,000 euros, the Mayor of Bonn,
- the Sports Committee for amounts of more than 10,000 euros.
These guidelines come into force on July 1, 2024, at the same time as the previous guidelines for sports funding of the City of Bonn expire. At its meeting on June 20, 2024, the Council of the City of Bonn adopted the above sports funding guidelines of the City of Bonn.
